I am not sure about the first part of your question but to answer the second part, when I bought it, it was basically the the full version of base SAS with only 1000 rows being displayed. I am not sure if any additions have been made (SAS/GRAPH, SAS/STAT). And no, there were no tutorials (point and click does not exist). I don't expect drastic changes to the newer versions (if any).
