Default how to deploy a single-user Oracle-mod_plsql-based web applicationon a stand-alone Windows PC?

How would you deploy a single-user Oracle-mod_plsql-based web
application on a stand-alone Windows PC? By installing Oracle Personal
Edition for Windows or by installing Oracle SE1 for Linux in a WMWare
box? I am inclined to choose option 2 for two reasons: (1) isolate
Oracle from all the crap that runs on a typical end user's PC and (2) I
have the impression that PE's target is developers, not end users.

Could someone share her/his opinions and/or real-life examples?
