Default Help With Access Error Message Please

I can not get Access to load. It starts and then pops up an error
message that says

"A problem occured while Microsoft Office access was communicating
with the OLE server or ACtiveX Control. Close the OLE Server and
restart it outside of Microsoft Office Access. Then try the
operation again in Microsoft Office Access."

The frame around Access begins blinking and the only way to end the
program is with a cntrl-alt-delete. I went on yahoo and tried to
figure out how to get rid of it and did find where other people had
the same problem; but no solutions. I checked the language setting
and it is set to English and I think I changed all of the picture file
types to MS Office's picture handler. I have reinstalled the complete
Office suite. Microsoft Frontpage won't open either. It opens and
closes before you can see whether an error message occurs.

I don't know how to close the OLE server and restart it outside of
Access because I can't find it (don't know what to look for). Got any
suggestions?

You mention opening Access. Are you opening an application (MDB, MDE, ADP,
ADE) also, or just MS Access?

Clicking on the Access Icon to Open the program. However, if I click
on a mdb file with Access closed I get the same problem.

Do you have Norton Antivirus installed on your computer? If so, check
out this Microsoft article:

http://support.microsoft.com/?kbid=295824

It says Norton may be the cause of the error message.

I don't use Norton. I use AVG and turned it off but it didn't change
anything. I downloaded the rktools file from MS hoping that it will
tell me how to turn on and turn off the OLE server.
