Harbour was stagnant for a while, but has been ennervated recently.
Documentation on their website is still weak.

xHarbour was evolved from Harbour. It was an effort started because
at one time Harbour was slavishly held to copy only Clipper 5.3
behavior. Extended Harbour (xHarbour) started from that base and
added additional functionality.

Additionally, it has open source and / or proprietary libraries, and a
strong support community. The xHarbour.com commerical side paid
someone to develop documentation for this richer (than Clipper)
language.

xBuilder and Visual xHarbour are good efforts in making production of
good looking programs much easier.
